Once upon a time, I used Clean Master App which has this feature to restrict background/running apps numbers. But with time, I moved away as I've habit of properly closing/exiting an App so I don't have to remember to worry about any running apps.

Got your point. But use clean master on trial basis to see if it works as you want it to be?

There's no such thing as "Shutdown" of apps. An Android App consists of Activity, Broadcast listener, services, alarms (not the clock app alarm). You are just merely killing the UI (activity) part of the app. And even if you use the so called task manager, the "killed" app and its services are restarted after a while, because that's how they are designed.
